Dil Chahta if I recall may be about 12 years old movie. The thing you are talking about will be more apparent in that movie as it was probably targeted at English speaking class of India but in the coming years you could see this trend more pervasive as now a days even the cheaper schools pay attention to English and at least in urban areas almost all kids get to learn English. When last time I was in India about 3 years ago I came across people in metros who speak only in English in their daily lives.
