I think it was Black Siren. What we are forgetting is with Anatoli there was that friendship there and him telling Oliver he was a 'man of honour' as you mentioned but Black Siren has known Oliver is the Green Arrow for some time and had no reason to hide it from anybody especially when they left her for dead on the island in the final episode of last season. Black Siren revealing Oliver's secret identity to Cayden James who she is working with makes a lot of sense.
