Scorpio is a different kind of villain--he is meant to be taken seriously unlike Gruber or Stannix or even Leary in some moments. Lithgow doesn't have the entire movie to himself as a villain either--there's the treasure agent and the others.

In Die Hard, Gruber's men are much more of a blank than the ones in Cliffhanger.
