Greatest is a subjective term and just going by the title of the thread, it could also refer to a protagonist in a horror film. I think SCARIEST would have been a more rounded and to the point question.
I think Norman Bates is an excellent horror film character, because he is protagonist\antagonist together, and he gets our empathy and also taps into our fears and also revulsion at his deeds. The first 4 Psycho films and Bates Motel as well.
