Michael Myers and Jason are both basically reworking Frankenstein's Monster without the pathos of Karloff's performance. They're more like the Glenn Strange version of the monster. I always thought of Freddy Kreuger as similar to Dracula. Part of the "greatest character" would also be influenced by the actor performing the character. Karloff's monster is the finest of the lot of that particular monster, but with Dracula, it's hard to choose Lugosi vs Lee. I'd also consider Peter Cushing's Dr. Frankenstein as one of the greatest, if not the greatest, in matters of portrayal.
