They could mix things up a little, have the villain be Morgan Edge who Lois or Clark or even Lois & Clark investigate to start with but their investigations lead to Edge trying to take them out, this maybe results in Lois getting hurt which is when Clark don's the suit and makes it clear Edge now has Superman to worry about, Superman stops a bunch of Edge's goons so Edge has a solution devised, Metalo.
Basically take the plot of one of the 90's Superman cartoons and expand upon it, it's not that fucking difficult really.
