No its not the same. Stark doesn't have the patience, as hes written to be a impulsive hothead making the same mistakes continually, to understand Caps argument that Bucky was brainwashed. How is that comparable to Eric who witnesses Shaw through his own self, kill his mother in cold blood right infront of him. And its no way hypocritical, he understands and agreed with Shaws philosophy in a non-violent way but hes never in any film hunting down humans and killing parents infront of their kids like Shaw did.
