No its not the same. Stark doesn't have the patience, as hes written to be a impulsive hothead making the same mistakes continually, to understand Caps argument that Bucky was brainwashed. Yes, it's more human in Tony's case because he'd been pushed to the Razor's Edge by that point and this was the last straw. Plus he felt betrayed by Steve. It's much more generic, for one thing. You'd never see the X-Men do something like have it turn out that it was one of the good guys who killed Erik's mom and Xavier knew but didn't tell him. He decides to take over his group and lead them to wipe out Humanity because of what happened to him in the Holocaust, when in truth the one who killed his family was a Mutant. So he's fine espousing Nazi Ideology that killed his family in the first place. If Shaw had been anyone OTHER than the guy who killed his mom he'd happily have embrace Nazi Ideals of a master Race. You don't see Stark becoming Hydra after finding out Hydra killed his family.
