The bigger issue is that Superman doesn't really have a great Rogues Gallery. There's Luthor and Brainiac, and then Zod became more popular after Superman II. But that's really it. Doomsday is just a mindless monster (and we're never going to find out what happened to his body after BvS), no one would take Toyman or Prankster seriously, Metallo is a minion more than a villain unto himself.

I disagree. Superman's Rogues Gallery is just as big as Batman's and Supergirl's Rogues Gallery is pretty big too but the problem is a lot of them have never been used on screen outside of 'Smallville.' There are a lot of villains that would be perfect for Superman movie villains such as Braniac, Atomic Skull, The Eradicator (confirmed to be in one of the upcoming animated movies), Parasite, Lobo, Imperiex, Bizarro, Maxima, Bloodsport, Cyborg Superman, Prankster and Gog (the second villain to kill Superman who is a God) and it is about time they actually use some of them. I get that they were blocked from using Braniac in 'Superman 3' and 'Superman Lives' didn't go through (which was supposed to have Braniac) but Braniac is one of DC's best villains that hasn't been used in a movie and James Marsters played an awesome version of him in 'Smallville.'
