yeah. It is really not that hard to do. 'Smallville' and 'Lois and Clark: The New Adventures of Superman' showed it could be done and the latter didn't even have access to a lot of Superman's villains 'cause Warner Bros blocked the show runners from using them which lead to them creating different versions like Lord Nor instead of General Zod but they had a very popular villain with Tempus. 

I have to wonder why they made up Tempus when they could easily have made him Chronos instead. I am more surprised how they were allowed to use H.G. Wells as a character on the show. I thought there would have been a block on using a real person like that on a fictional show but they had him appear a number of times in his time machine and him and Tempus were foes.
