Your dog is bored. Try and not only exercise his body, but also his mind. If i'm not misstaken you have a jack russel right? That is a hunting dog, so try and mimic those kind of activities by things like blood trails (don't know the correct term) or teach him to locate edible mushrooms on your walk.
