Rescues require a different tact, IF you want to make it work. You need to start right out of the gate, and if you didn't establish this up front, you're in a rough spot because he's learned habits already. You can't punish him for habits he picked up. You probably need to start all over.
What I'm getting at is that it's just as unfair for you to compare your new pup with any of your other pups, just like if a mother compares her children to each other, wondering why one can't be more like another. It's dangerous and unfair ground.
What specifically is he doing? What are you doing about it? How long has it been happening? How/when do you respond?
I have a lot of experience in this area....
