The Mayor entertained me no end. He was wicked and at times a bit scary yet utterly likeable at the same time and you could tell from the way he spoke about his late wife and treated Faith that he wasn't totally evil. He had some goodness in him despite the villainy. A truly layered Big Bad fantastically realised by Harry Groener. I agree completely!
The Mayor is my favorite villain because of the above, I love layered villains. To understand why they are doing things and to understand them more as characters just makes them better.
But I also like all of the villains except for Adam and The First (yes, even the Trio). But I do appreciate what they were trying to do with both of them, they just didn't completely come together in execution as well as they should have/had the potential to.
Adam was a very poor villain. Actually, I thought the whole Initiative arc didn't work the way it should have. And it's a shame because, in other respects, Season 4 is extremely entertaining and creative. Also agree with you about The First. One can see what they were going for, but again...they just didn't quite manage it.
