1) Based off the films released so far or planned, I'd choose Lex Luthor, Deathstroke, Black Manta, Black Adam, Cheetah, Captain Cold, and Riddler.

2) Casting call for new villains:

Cheetah - Charlize Theron

Captain Cold - Eric Bana

Riddler - David Tennant

3) I think given Batman's streak of bad decisions in this continuity, I think a version of Tower of Babel would be a logical way to go.

4) Ideally, Christopher Markus and Stephen Feely would be my picks to write it since they did both Captain America sequels which are among the best films in the MCU imo.
