The registration enabled them to enact a law, it was not instrumental in the confiscation.
The registration was instrumental in enacting the confiscation, but the type of rifle was illegal regardless of registration, so the registration was not what caused the confiscation. I cannot see how registration was a bad thing in this instance, unless you want to own an illegal weapon.
