Jason Reitman or Andrew Niccol as i doubt anyone can top them overall given volume of movies i score a 7 or higher from the 1992-1993 to date time frame...
Jason Reitman...
1.Up in the Air (2009) - 8-8.5/10 (my #1 movie of 2009)
2.Thank You For Smoking (2005) - 8/10 (my 4th or 5th favorite movie of 2005)
3.Young Adult (2011) - 7.5-8/10 (my #3 movie of 2011)
4.Juno (2007) (my #3 movie of 2007)
5.Men, Women & Children (2014) (my #1 movie of 2014)
6.Labor Day (2013-2014) - 2/10 (Thumbs Down)
basically outside of Labor Day the rest of his movies are within my Top 109 movies at the very least with his #2 movie being within my Top 61 movies and his #1 movie for me would be not much outside of my Top 29 movies in general.
Andrew Niccol...
1.Lord of War (2005) - 10/10 (within my Top 10 movies)
2.S1m0ne (2002) - 8/10 (within my Top 61 movies)
-.Gattaca (1997)
4.Good Kill (2014-2015) - 7/10 (within my Top 199 movies)
5.In Time (2011) - 6/10 (a mild Thumbs Up)
6.The Host (2013) - 5/10 (Thumbs Down)
while Niccol is not quite as consistent as Reitman his top movies beat Reitman as 7/10's and higher stand out for me in general and Reitman has five of these and Niccol has four. so while Reitman goes a little deeper Niccol has Reitman beat on the top tier movies.
p.s. even big name directors like Quentin Tarantino/The Coen Bro's etc would be behind the above two overall...

2.Django Unchained (2012) - 7.5-8/10
3.The Hateful Eight (2015) - 6.5-7/10
-.Kill Bill vol 2 (2004)
those are the only movies of his that stand out for me and they happen to play inline with the topics time frame to.

1.No Country for Old Men (2007) - 9/10
2.Blood Simple (1984) - 8/10
-.True Grit (2010)
4.Barton Fink (1991) - 7.5-8/10
5.O Brother, Where Art Thou? (2000)
p.s. Blood Simple/Barton Fink are the only other movies on the list from the Coen's amongst my favorites in general but if you are only counting directors with movies made in the 1992-1993 time frame or newer then i would have to remove Blood Simple/Barton Fink from the list and it makes it that much easier for Reitman/Niccol to beat QT.
