Well, Joker and Harley Quinn are beloved characters, as is Wonder Woman. Aquaman is... Aquaman, and I don't think Justice League won him a lot of new fans.
That said, I wouldn't underestimate James Wan's superpower of making bizarre amounts of money. His movies have a habit of OVERperforming.
Aquaman has a stigma that even Justice League made fun of.
