The Black Panther doesn't work for a government agency nor does he work for a private organization. If you go by the strict interpretation of the accords, he was exempt. Uh, yes he does work for a government organisation. He works in the interest of Wakanda. He’s the head of a Government. He doesn’t work for an outfit like SHIELD. Plus, the effects of the herb can be reversed which would instantly free him from any obligation to the accords. |
