T'Chaka was not a perfect being, as is amply demonstrated in the film Black Panther. He assassinated his brother and abandoned his own nephew to a life of impoverishment - and you think his greatest crime is somehow not complying with some poorly conceived set of accords? He's a hypocrite all right but, not for the reasons you're so desperate to pin on him.
One could easily argue that the accords themselves are hypocritical. They're not designed to regulate superhuman activity, they're designed to put control of enhanced individuals under the auspices of a single power.
