While it might seem odd they're actually adapting an actual Batman story-arc long before Bruce dons the cowl, the way this season has been going it makes sense. Gotham City is getting worse and worse. Especially since that gas attack earlier that turned a good chunk of the populace into lunatics. Gang war is escalating and a class war is on the horizon as the Narrows rally around the Doctor.
