Magneto in X1 is very old and can assume he has experience to create that machine. Theres also a line where he says he help Xavier build Cerebro. Nothing extraordinary.

Shuri is 15yo African kid whose never been abroad and is shown to be adept at advanced science. That is extraordinary.

Being a skilled thief doesn't mean you know how to fly a starship or set up a huge force.

Nope, building Cerebro (which we later find out wasn't true anyways) doesn't mean you can make a Mutant Maker. And being old doesn't mean much either.

Shuri simply is extraordinary, that's all you need to know.
