What?? No. I think the OP merely wanted to know whether anyone is cooking up something special for that day. If he'd asked, "Is everybody cooking up something special for St. Patty's Day?" then that would be different. It was obvious that he didn't assume that everybody observes that day, or feels the need to cook something special on it.
