At the moment she has bigger fish then Penguin to fry.
I think they might be holding off the vines and killer plants until the final season 'cause if they make her as powerful as she is in the comic books now she would be close to being unstoppable and could take over Gotham herself without any superheroes to stop her and then there is the budget which we have talked about before and having Poison Ivy with all her powers could be expensive especially the giant killer plants. I haven't heard of her infecting people with a venom that causes plants to sprout inside their bodies but that sounds kinda similar to what Spider Woman could do in some of the comics when she shot cobwebs down villains throats and they had spiders come out of their mouths. I think they will give her the power so he kisses are poisonous and can kill though 'cause that is one of her most well known powers and she had that in a lot of the earlier comic books I read but she was able to kiss people later without killing them as evident by her relationship with Harley Quinn as seen below.
