It seems to be that way, but I hope not because it means WB has no long term concrete plans for the DCEU.

We've been getting lots of random news that goes away when people are negative or so-so about it. Either it gets denied or quietly disappears.

I think the DCEU isn't a thing and was named by people other than WB/DC. They've just gone with it and said these movies are a part of a multiverse so they can end these movies and go another direction if they wanted.
