I think for some people it is. In my opinion, it's a good film, if not a bit overrated. It's become a much more popular film than I feel it deserves.
2. Does it hold up?
Man, I don't think it ever held up. It doesn't belong to any particular time. It was weird when it came out, and it's weird now. I think its weirdness is why it is so appealing.

I don't know about that, but it is definitely a cult classic.
4. Is it scary or a comedy?
It's both. It starts out being (or sttempting to be) scary. But when the filmmakers assembled the film around halfway through filming, they realized that the film was more funny than scary. So then they start pushing the humor more towards the end.
I do like horror, so I can say. It's a good film, and it definitely is worth viewing for fans of horror. But no, it can't explain why it has the popularity outside the genre that it does.
