Well, that seems to be the case. This makes one wonder, why did WB even bother to announce this film if the director is going to work on another project that might take 3 years to complete?

Nightwing movie may get delayed for 5 years or more

Maybe they are waiting on the Batman movie first and it will be closely tied to that.
