I think many misunderstood what the OP said... I think he meant you can choose ANY 10 year time frame(well basically looks like 9 years but it's actually 10 given the way it works) and not just the usual 1970-1979, 1980-1989 or 1990-1999 and the like. what he meant is that you could for example choose... 1975-1984 or 1982-1991 or 1997-2006 and the like. I am sure you get the gist 
but anyways...
Using the OP's criteria = 2002-2011 ; I was debating with 2001-2010 but what made be choose 2002-2011 instead was because while 2001 had higher peaks than 2011, 2011 goes deeper before quality falls below the 7/10 level.
so basically... while 2001 has one 10/10 and two 9/10's and 2011 only has, for the first few movies, one 9/10 and one 8/10 and one 7.5-8/10, which at this point 2001 is clearly above 2011, but where 2011 compensates for that is once I put aside the first few movies from each year you only have one 7/10 left for 2001 where as 2011 still has six movies with one being a 7.5-8/10 and the other five a 7/10 which I think is enough to tip the scales to 2011 over 2001 overall as those additional six movies are enough to compensate for the strength of the first few in 2001.
Picking a favorite decade straight up = 2000's (i.e. 2009-2009) ; this is my clear cut winner due to the volume of movies that are not only amongst My Favorite Movies(which contains 186 movies) but this decade also shines in the more higher tier level of movies.
Picking my favorite 10 years of movies out of ALL years OVERALL (IN NO ORDER)...
