Apocalypse in the film was shown to inherit other mutants gifts when he used the transference ritual. Whose to say he didn't gain the gift of slowing down time to stop Quicksilver.

If he could control time, nothing would've stopped him.

And he was still holding his own in the physical world against the Xmen and in the astral plane only until Phoneix emerges at which point nothing can save him.
