Hardly the films fault. Apocalypse was written to be OP, even in instances where was ripped by Magneto for example, its only because the writers let him otherwise Apocalypse can simply change his molecular armour to durable plastic. Phoenix killing him in the film is no more of a ex machine to Surtur killing Hela.
