Are non CGI villains scary? I found Ultron to be one of the scariest villains mostly because everything he said was right.
Even the omelette joke??
I thought the omelette "joke" (It wasn't a joke, but whatever) was scary because he was using omelette's as a metaphor about killing people in order to do what needs to be done.
