Well yeah it should be because they brought back General Ross for Civil War.
But yeah did they ever mention Betty Ross again? Bruce Banner just seemed to move on to Black Widow without even a mention of her.
They probably would have had The Leader in a sequel but the first one wasn't that successful I guess.
