Some sites are now saying she is Joe and Cecille's daughter and Iris' Step Sister 'cause of the way she was looking at them when they opened the door and she did act more strangely around them then Barry and Iris but it wouldn't explain where she got the speedster powers from unless something happens to Cecille and she loses the baby and Barry and Iris have a baby for them and they raise it as their own. Apart from Cecille being pregnant I never understood why they didn't introduce Cecille to DeVoe. She has the power to read minds and could have read everything he was thinking and would have been able to tell them his plans earlier in the season. I think whoever the mystery character is she is there with bad news since her identity is going to end in a cliffhanger.
