They're going to start the final transition into making Laurel the "real" Black Canary.
Part of me even thinks that Dinah will die at some point, and she will change her name. "Laurel was your friend, and I was Laurel when I was evil..I don't want to be Laurel anymore. And if Dinah can't be the Black Canary anymore, I can help honor her." Something like that.
And with the rest of the team set up as "The Outsiders" team Arrow will be Green Arrow and Black Canary like it's been so often in the books.
