I don't think Groot is capable of saying anything but "I am Groot".
It would be like your dog looking at you and saying "Give me a milkbone"
It's the flaw of the character (Alongside him looking like a cartoon) that he has vocal chords that can enunciated vowels and consonant but is not able to manipulate them into other words. However, Rocket could understand the translation.
That it's a language of his people and everyone is groot seems goofy.
Yet Thor says it was an elective ehen he was in school
Except, unlike Chewbacca, Groot has vocal chords that allow him any number of combinations but he still can only say I am Groot.
If it's a language, then his whole race has the same problem. Until Thor said that, I assumed he was special.
