Well, R2's beeps and whistles are a language. Both C3P0 & Luke understand perfectly what he's saying.

I'm not sure a dog's bark is in the same vein as Groot since he is talking. In IW, they even imply he's cussing when he says "I am Groot" one time.

It is clearly a language in the movies.

Part of the problem too is that everyone but Groot speaks the same language due to translators and maybe his language is translated for them but left unknowable to us. Thor speaks the language already.

Again, I think the character is messed up overall.

I don't think Luke actually understands what R2 is saying. They keep showing him reading the translation in the X-wing. I think Luke is doing like what you would do to a baby that is talking to you.
