Nothing against Sara but no, she is not on the same level as the Black Canary. The Black Canary’s one of the most highly skilled martial artists in the DC Universe and she was trained in Boxing, Judo, Suri-Te, and Wing Chun and she is an expert motorcyclist who can also catch arrows in flight. None of the Black Canary’s in ‘Arrow’, ‘Smallville’ or ‘Birds of Prey’ have been anywhere near the fighter she is in the comic books and to quote she has “built herself up, step by step into one of the most formidable fighters in the world, outclassing heavyweights like Batman and stepping into the rarefied tier of Richard Dragon and Lady Shiva and “Black Canary’s commitment to training is incredibly strict; she has dedicated her life to the mastery of a number of martial arts and is considered one of the foremost hand-to-hand combatants in the entire DC Universe. She has bested both Batman and Lady Shiva at different times, who by traditional wisdom are considered the greatest non-powered fighters.”

The Black Canary has taken down dozens of armed thugs by herself on many occasions and she was able to escape and still fight after she was tied up with two broken legs in ‘Birds of Prey: Of Like Minds” by breaking her thumbs. That is not even mentioning the caliber of the villains she has defeated on her own in the comic books and if Sara was on the same level as Dinah in the comic books she would have been able to take down Vandal Savage, Damian Dhark, Malcolm Merlyn, Reverse Flash, Mallus and other villains on ‘DC’s Legends of Tomorrow’ on her own. The Black Canary is also meant to be a LOT stronger which none of the Canaries have been portrayed as and her Canary Cry is meant to be around three hundred decibels which can "turn people into red smears and topple skyscrapers" which is why she doesn't use it as often as she could.

The instances the Black Canary has been able to read minds are rare but she was able to do it here for example and it was used again in one of the 'Birds of Prey' comic books but I will have to go through more of my comic books before I add it on here. I never said the Black Canary has telekinesis. What I meant is she can use her Canary Cry to move objects out of the way like telekinesis. I will have more images to share the next time I am on.
