Honestly, it's my favorite of the trilogy.
I gave Matrix Reloaded a 6-6.5/10 which makes it within my Top 236 movies where as the other two are just a 6/10(a mild Thumbs Up).

p.s. as of July 2012 re-watches... 1st movie was still a 9/10 and the 2nd movie was a solid 8/10. then on a re-watch of the trilogy in Nov 2015 (which is my most recent re-watch of the trilogy) is when it lost most of it's appeal for me. still, Matrix Reloaded is a bit shy of being called a favorite movie.
NOTE: I still have The Matrix (1999) which I think I copied from a rented VHS tape to a blank VHS tape back in the day (I would guess this was anywhere from late 1999 to maybe as late as 2002-ish) and then looked forward to seeing Matrix Reloaded etc. I was a huge fan of those movies for a while at one point. although looking at the tape a moment ago... while I can see the words 'the matrix' on it, it's crossed off so I probably dumped it years ago once I got a hold of a better copy which I remember seeing Matrix Reloaded etc on SVCD back in the day as that would have been I think 2003 or so when I first found out about my DVD player being able to play SVCD's. the movie was spanned over 3 CD-R's in SVCD format
; that's generally around the time (i.e. 2003-ish) when the general volume of movies I watched started to shoot up quite a bit simply because it became much easier to get a hold of a copy of a movie I like with the whole SVCD thing and then not all that long after I switched to XviD(.avi) since my moded original XBox (running XBMC(XBox Media Center)) could play those. basically the SCVD thing did not last long for me before I, and the general internet, dumped those for XviD(.avi) as XviD was basically a good alternative to DVD back in those days and it was basically free
; basically XviD was similar enough to DVD quality (a bit worse but not much) but at a fraction the file size. XviD was typically 700MB or 1400MB(2x 700MB) files where as even a basic DVD (like a standard DVD that could be played in any DVD player) was generally 4.7GB(4700MB) at least and those where not super cheap to burn back in those days etc. it was just all around better with XviD at the time for me. hell, I still have my first DVD burner (i.e. Lite-On 1673S) which the drive has a March 2005 mfg date on it and it still works as recently I got a $20 device that allows me to connect it (it's a older IDE connection) to a USB connection.
