Ahhh, Season 4 is generally considered the worst season of 'Arrow' to many fans unless you count diehard Olicity fans and Donna fans or read the Rotten Tomatoes site. When Olicity become the main focus of the show a lot of extreme Olicity fans wanted the writers to get rid of all the action in the show along with Oliver being the Green Arrow and make it into a Romantic Comedy with Felicity and Donna being the main focus and while it thankfully never went that far the showrunners listened to them and we got more Donna than we could possibly handle and more Olicity focused episodes. 
Whenever anybody criticised the season for going down in quality they were told the show had matured and was better than it had ever been until Stephen Amell and Marc Guggenheim admitted how bad it was and then the same people who spent all season saying how good it was criticised it and blamed the magic.
You are best to just watch the crossover episode that set up 'DC's Legends of Tomorrow' (if you plan on watching that show too) and skip to Season 5.
