Cap and Thor are both excellent choices. Over and over they have proved themselves worthy. I don’t think either one out-hero’s the other.
On another note, as far as tragic figures go, showing their selfless heroism, I think Loki stands out. Despite often being self serving and alternately playing both sides, Loki has had some truly meaningful heroic moments and in his own on-point mischievous way, made the ultimate sacrifice trying to save his family and (adopted) people. I see him as the most anti-heroic of the bunch.
