"Whistle Down the Wind" was one of Hayley Mills' first films made before Disney kidnapped her and brought her to Hollywood.
I saw it when it opened and it was on PBS once-upon-a-time.
Another really good one is "Tiger Bay" where Hayley appears with her dad, John.
FWIW there are trailers and clips of Whistle over on EweTube and a couple of links to the full movie.
I put "possibly" in the original reply because Bates tend to like that "scruffy" look in many of his films.
