The deep web is something that we've all probably experienced at one point or another. Quite simply, it's a non-indexed site or information at a site that can't be accessed via a simple search engine term. An example would be a state sponsored website where you need to input information into a search box to access data, that you simply can't find by “Googling it”.
BlueJay already gave the most accurate answer to the Dark Web question, which is accessed through the TOR browser.
