I don't think they are off limits. Lawrence Fishburne, the current Perry White in the DCEU is Goliath in Ant Man & Wasp. A couple have gone the other direction - Adewale Akinnuoye-Agbaje (Thor Dark World & Suicide Squad) and Zachary Levi (Thor Dark World/Ragnarok & Shazam)

Plenty have appeared in both DC & Marvel films (though not necessarily both exended universes) - Chris Evans, Josh Brolin, Idris Elba, Hugo Weaving, Natalie Portman, Michael Fassbender, Ben Affleck for example.
