No. He is definitely not one of the writers for the show and I think the reason they kept him around for so long was 'cause Marc and Wendy liked the actor and didn't want to get rid of him after they killed Laurel off and had Sara leave and join the cast of 'DC's Legends of Tomorrow' but I think he was just hanging around most of the time as a background character who was there to be there and after Laurel died he didn't really have much of a purpose on the show. They tried to give him a purpose by pairing him up with Thea in Season 5 but I don't think that went the way they planned and the actress who played Thea was busy working on another show at the time so what could have been more of a longer storyline was dropped and then they put him with Black Siren this season. Amy Jackson will be back and I know for a fact she is going to appear in the final episode.

She better be back. What kind of show gets rid of the best thing it has going? The show is so boring without her it is almost like watching that lame Spider Turd movie.
