Would you say Ghostbusters is a propaganda movie?

It was more like an ill conceived and badly written attempt to cash in on the popularity of the original two films. Along with a sometimes funny cast who because of the script were not funny.

I will argue that if Indiana Jones is rewritten as a female lead then yes, there is definitely a conspiracy afoot, and Hollywood is indeed lacking in ideas.
