I'm calling BS on this being the plan all along, otherwise they wouldn't have introduced Saturn Girl as his wife, only to reveal that it was a political marriage of convenience; or put him a position to contemplate whether returning to the Legion and being with Imra, or staying and try reuniting with Kara,
That sudden turnaround in plot came out of the blue, and seemed as tacked on. It pretty much makes his entire story this season pointless.
only to take the decision out of his hands and shuttle him back to the future without a real choice in the matter.
