They're both massive and I really like both, but it's the World Cup, at least in Europe. I think (I'm not sure) more people worldwide watch the Olympics, but people are way more engaged the World Cup than in the Olympics. I'd go as far as naming the World Cup the biggest sporting event in the world (except for people in the US). Quarter of this world's population lives in Indian subcontinent and a quarter lives in China. I don't know which is bigger in China but to put the record straight, Fifa WC doesn't come even close to Cricket WC in Subcontinent. Also, I do believe that given China's strong performance in Olympics they would be more interested in and more involved in Olympics than Fifa WC. So that's half of humanity that probably doesn't see Fifa wc as the biggest sporting event in the world. and then we have America.
