You are right to call bullshit. There was no major death this season unless you count the random DEO guy as you mentioned and he by no means was a big character and I am wondering if maybe they originally intended to kill Winn off and that was going to be the big death but then they decided to have him go away instead so they can bring the actor back every now and then. That seems like the most likely one to me. Wait...They did kill a lot of characters off in the final episode but then they had Supergirl go back in time and reverse it.
