Is Captain America the greatest MCU character?

In phase 1, all the way up to Avengers and even to IM3, it was Ironman. In phase 2 all the way to mid-phase 3, it's Cap. From mid-phase 3 to maybe phase 4, the focus seems to he transferring to Thor.
