I would say there is some difference between 'pretty bad' and 'terrible', as I would probably sum up those two terms in terms of a score about like this...
4/10 = pretty bad. (this is my below average score) 3/10 (and lower) = terrible. (this is my failure(3/10)/boring(2/10)/bottom-of-the-barrel(1/10) ranges)
NOTE: but I would not have a problem with someone saying 3-4/10 is 'pretty bad' and that 1-2/10 is 'terrible'.
but then again, if one wants to keep it simple... once something is in the 'below average' range or worse, it's pretty much crap in a basic sense even though if one wants to get into the details there are some 'crap' that's better than others.
but in a very basic sense movies are ultimately apart of one of the following two categories...
6/10 or higher = Thumbs Up (will re-watch) 5/10 or less = Thumbs Down (won't re-watch(with rare exception))
but with that said... a 5/10 is usually okay enough for a viewing but ultimately forgettable which is why I consider a 5/10 a Thumbs Down because I won't re-watch it and, like I always say, re-watch factor is what ultimately makes or breaks a movie in the long term.
bottom line... I don't think 'pretty bad' or 'terrible' would count for anything in the 5/10 or higher range as it's definitely a 4/10 or less for those two words. NOTE: this assumes one uses a balanced rating scale where average is a 5/10 and then goes up and down fairly evenly from there.
