I think it should be Thor. After the events of Ragnarok (and IW) he has risen to become the favorite Avenger of a lot of people. He's also one of the more balanced individuals.
1. He is one of the founding members of the original Avengers, so we know he still holds some of their original values and goals. 2. He has a good amount of experience, both in fighting solo, fighting in a group and leading a group. 3. He has proven to be capable of self-sacrifice and making difficult choices. 4. He's one of the (if not the) most powerful MCU characters, which makes it easier to follow him. 5. He has a decent amount of humor, makes it easy for camaraderie. 6. Is not quite as egotistical or uptight as either BP or Dr. Strange, which are two of the most logical leaders after him. 7. Hemsworth (and the character of Thor) are now household names that are brand recognizable.
The only thing stopping him from being the perfect candidate is due to the fact that he has the responsibility of leading his people in a new world, who are now on the brink of extinction.
